Our curriculum is designed to give the student a comprehensive knowledge of the whole counsel of God and His entire eternal purpose. We believe that trained, knowledgeable men and women are very important to the growth and life of the church.  Our goal at NBBIC is to provide the very finest Biblical and practical training for both men and women, while honoring the God-designed ministry roles of each.

Our teachers and staff are guided by the Sunset International Bible Institute curriculum, which blends both spiritual and ministry principals.  We pride ourselves on a low student to teacher ratio.



Brother Kevin Bethea is the Senior Minister of the East Baltimore church of Christ in Baltimore, Maryland. He also currently serves as president of the Northeast Baltimore Bible Institute & College. Brother Bethea was born in Baltimore, Maryland. He is a former second generation Pentecostal preacher, as he was converted into the Lord's church in the late 1980’s. Brother Bethea was retrained by the school of external studies, SIBI, and holds an M.A. degree in Clinical Counseling from the Cornerstone University. Brother Bethea also received an honorary Masters degree in Biblical Studies from the University of Bible in Baltimore. He became the assistant minister at the Metropolitan church of Christ in 1992. During this time, he was regarded for his strong Biblical teachings and evangelistic abilities. With a vision to plant a new work in Baltimore, he has served at the East Baltimore church of Christ since December 1995, and helped to form a healthy and happy congregation of more than 375 members. Brother Bethea also serves as a Certified Sunset International Bible Institute Satellite School Administrator.

Brother Bethea has preached Gospel Meetings and held workshops in Georgia, New York, Pennsylvania, Texas, North Carolina, Virginia and the DC areas. He was a speaker in the Mid-Atlantic, Southeast & Nations Capital Lectureships and Mid-Atlantic marriage retreat and seminar hosted by the Prince Georges church of Christ. For a total of 9 years, Kevin hosted a live, call-in radio program entitled “Search the Scriptures”, which was instrumental in increasing the kingdom of God in the Baltimore metropolitan area. This live, call-in radio program paved the way for others to begin to challenge the charismatic movement and return back to the Lord's church.


Edward Maxwell, Sr. was born in Oklahoma City, Oklahoma. He was raised and taught the Gospel at an early age. He was very active in the church and began preaching at the age of twelve. After graduation from Casady Preparatory School in 1973, Brother Maxwell was accepted and attended Baker University in Baldwin, Kansas. While a student at Baker, Edward served as the Associate Minister of the Baldwin, Kansas Church of Christ. After graduating in 1977 with a Bachelors Degree in Science from Baker University.

Edward's further academic experience includes Wichita State Graduate School of Behavioral Psychology, Harding University School of Biblical Studies (Major in Ministry and Family Counseling), University of Maryland Graduate School of Biochemistry (while teaching in Prince Georges County), Bowie State Graduate School of Education Administration, and Regent University Graduate School (Received Masters in Education and awarded top student of the graduating class in Education). He has used the wisdom of God while serving 25 years in the field of education. He has been the recipient of the Prince Georges County “Teacher of The Year” award for his ability to turn “at risk” students into honor roll students and successful college students. He helped design a Peer Mediation/Conflict Resolution program installed in school systems all over the country, and is currently being used in Prince George’s County.

Edward L. Maxwell Sr. has had a strong love for God and a desire to serve Him from childhood. He has been preaching the gospel of Jesus Christ for over thirty years. He is no longer working in the educational field but has turned all his focus and energy into his labor of love at the Suitland Road church of Christ, where serves as Minister and Evangelist. He has served as the Minister of Suitland Road Church of Christ (formerly Metropolitan COC) since February 1987.


Clinton Miles, Jr. served as Assistant Minister at the Central Church of Christ for 24 years under the late Humphrey Foutz. He is currently serving as the Minister of the Church of Christ at York in York, Pennsylvania. He also worked as a teacher and administrator in the Baltimore public school system. He has been an instructor at NBBIC since 2008.


A native of Baltimore, Maryland, Bro. Cook is married to Deanna and together they have three children. He currently serves as the minister of the Cambridge church of Christ and has served there since June 1994. Bro. Cook is a graduate of the Northeastern Christian Junior College and The University of Baltimore. He has a B.S. in Bible Ministry from the Amridge University and is projected to graduate in 2013 with a Master of Divinity in Ministerial Leadership.


Bro. Willie L. Rupert Jr. has been a minister for 26 years. He was installed as minister of the Central Church of Christ in Baltimore, Maryland on September 14, 2008. He is a graduate of Mississippi State University with a degree in management. He recieved his theological degree from Magnolia Bible College in Kosciusko, Mississippi. He is a Licensed Pastoral Couselor and board certified in Marriage and Family therapy from National Christian Counseling Association In Sarasota, Florida.


Floyd Merrill Williamson, D. Min is the minister of the Oxon Hill Church of Christ in Maryland. He received his A.S. degree in 1977 at the Northeastern Christian Junior College; Villanova, PA. He received his B.A. in 1979 at the Oklahoma Christian University; Oklahoma City, OK. He later received his M.A.R. & M. Div degrees in 1990 and 2004 at the Harding School of Theology; Memphis, TN and his D. Min. Degree in 2008 from Howard University School of Divinity; Washington DC.


Ornetta was added to the body in July 2006 in the East Baltimore Church of Christ. She has worked for the State of Maryland since 1975. She has taught in the youth education department, workshops, weekly women’s classes, retreats and at lectureships. She is also a graduate of Sunset Bible Institute and Northeast Baltimore Bible Institute & College. She is a member of the Maryland Mediation Group. She is working towards certification from the Agape Christian Counseling Center. She is also an Academic Advisor & Administrative Manager and Women’s Program Instructor.
